DUP Key Insert Error AR_PAYLOAD PS 8.9

Has anyone had an issue with a duplicate key insert error on AR_PAYLOAD in PS 8.9? It's happening in:

AR_PAYLOAD.DBINSERT.IDCUST1

with this error:

-- 15.45.07 Process 2184 ABENDED at Step AR_PAYLOAD.DBINSERT.IDCUST1 (Action SQL) -- RC = 805
ROLLBACK
/
-- 15.45.07 SQL Error: [Microsoft][SQL Native Client][SQL Server]Cannot insert duplicate key row in object 'dbo.PS_PAYMENT_ID_CUST' with unique index 'PS_PAYMENT_ID_CUST'.

I've been going through the trace to see what's going on. This process is working in DMO, but not in DEV and I have NOT customized it. This issue is driving me nuts. Has anyone seen AR set up things that can cause this to happen? I don't have really any functional support.
